Engagements financiers de l'Etat, octroyés par Décret pris en Conseil des ministres, permettant d'assurer l'exécution d'une opération ou le respect d'une entente contractuelle ou d'obligations règlementaires en cas de défaut d'un débiteur.
Les garanties et avals sont octroyés, notamment, pour les contrats de partenariat public-privé.
