Nombre maximum d'emplois, toutes catégories confondues, qu'un ministère, une institution ou une autorité administrative indépendante est autorisé à rémunérer sur les crédits de personnel qui sont alloués à ses programmes. Ce nombre ne peut être dépassé même si le montant des crédits de personnel disponible au cours d’un exercice budgétaire le permet.
