Opération qui consiste, en cours d'exercice budgétaire , à prélever des crédits budgétaires des programmes d'un ministère pour accroitre le montant des crédits des programmes d'un autre ministère.
Elle est autorisée par décret pris en Conseil des Ministres sur rapport conjoint du ministre chargé des finances et des ministres concernés pour les programmes des ministères et, sur rapport du ministre chargé des finances pour les programmes d'autorités administratives indépendantes et les dotations d'institutions constitutionnelles.
Cette opération est encadrée par la loi relative aux lois de finances, afin de prévenir une modification substantielle de l'autorisation parlementaire.
